Gujarat State Administration
How Gujarat is actually run: a legislature at Gandhinagar, a secretariat above the districts, and a district administration that reaches down through the collector on one side and the panchayat on the other. GPSC asks this because it is the machinery its own recruits will join.
Mental model
Gujarat's administration is a nesting doll: State (Governor, Chief Minister, Council of Ministers, Chief Secretary, Secretariat at Gandhinagar) → District (Collector for revenue and general administration, District Development Officer for the Zilla Panchayat, Superintendent of Police for law and order — remember this trio as the district's three pillars) → Taluka (Mamlatdar and Taluka Development Officer) → Village (Talati-cum-Mantri, Sarpanch). The crucial exam distinction is 'two parallel arms': the REVENUE arm runs Collector → Prant Officer/Deputy Collector → Mamlatdar → Talati, while the DEVELOPMENT arm runs District Development Officer → Taluka Development Officer → Panchayat staff. Nearly every question about who does what in Gujarat is answered by asking which arm the function belongs to.

The collector heads the revenue and regulatory line — land records, law and order coordination, elections, disaster response. The district development officer heads the panchayat and development line. Both sit in the same district and answer upward through different channels.
Gandhinagar is the capital, Ahmedabad the largest city.
The state secretariat, the Vidhan Sabha and the Raj Bhavan are at Gandhinagar; Ahmedabad remains the commercial centre and hosts the High Court. Questions often use one to distract from the other.

- Gandhinagar is the capital of Gujarat and the seat of the state Secretariat (Sachivalaya); the Gujarat Legislative Assembly (Vidhan Sabha) is unicameral.
- The Chief Secretary is the administrative head of the state government and the head of the state civil services.
- In a district the Collector heads revenue and general administration, the District Development Officer heads the Zilla Panchayat administration, and the Superintendent of Police heads district policing.
- At village level the Talati-cum-Mantri is the state's revenue and panchayat record-keeper, while the elected Sarpanch heads the Gram Panchayat.
- The Sardar Patel Institute of Public Administration (SPIPA) is Gujarat's apex training institute for civil servants, and Karmayogi Bhavan at Gandhinagar houses state administrative training work.
