Industrial Policy, GIDC/GIFT City
Gujarat's industrial policy has three visible instruments: GIDC estates for ordinary industry, GIFT City for finance, and Special Investment Regions like Dholera for planned industrial cities. Keep the three apart and the topic is straightforward.
Mental model
Think of Gujarat's industrial policy as building three kinds of enclosed space, each solving a different bottleneck. GIDC, from 1962, solved land and shared infrastructure by developing serviced industrial estates across the state so a small manufacturer need not assemble land himself. The SEZ and port-linked estates — Kandla, Mundra, Dahej — solved export logistics by putting the factory next to the quay and outside normal customs territory. GIFT City solved regulation: a designated International Financial Services Centre where a rupee-based domestic regime is replaced by an offshore-equivalent one under a single unified regulator, so global financial business can be done onshore in India. Land, logistics, regulation — three locks, three keys.

Three tiers of ambition. GIDC develops serviced land for factories. GIFT City is an International Financial Services Centre with its own regulator. A Special Investment Region is a planned city-scale project with its own development authority, usually tied to a national corridor.

The International Financial Services Centres Authority, headquartered at GIFT City, is a unified regulator for financial products and services in an IFSC — replacing the split jurisdiction of RBI, SEBI, IRDAI and PFRDA inside that zone. That unified-regulator point is what questions test.

- The Gujarat Industrial Development Corporation was established in 1962 under a state Act to acquire and develop land into industrial estates with roads, power, water and effluent treatment; its estates at Vapi, Ankleshwar, Vatva, Naroda and Odhav are standard examples.
- Kandla was among India's earliest export processing zones and later became a Special Economic Zone; India's SEZ framework as a whole operates under the SEZ Act of 2005.
- GIFT City — Gujarat International Finance Tec-City — is at Gandhinagar on the Sabarmati and hosts India's first International Financial Services Centre; its unified regulator, the International Financial Services Centres Authority (IFSCA), was set up under an Act of 2019 and replaced the split jurisdiction of RBI, SEBI, IRDAI and PFRDA within the centre.
- The Delhi-Mumbai Industrial Corridor passes through Gujarat along the dedicated freight corridor, and Dholera, planned as a greenfield special investment region and smart city in Ahmedabad district, is its flagship Gujarat node.
- Gujarat's industrial promotion works through a set of state institutions worth naming: iNDEXTb for investment facilitation, Gujarat Industrial Development Corporation for estates, Gujarat Maritime Board for ports, and the Gujarat Pollution Control Board for environmental clearance of the chemical belt.
Where people slip
- A Special Investment Region is not the same as a Special Economic Zone. The SIR is a state planning instrument for a whole region; the SEZ is a customs and tax enclave.
